Glasgow School District #1A is seeking applicants for renovations and upgrades of the Glasgow High School HVAC system. Applicants must be able to provide in-depth system evaluations, make recommendations for upgrades & improvements, perform all necessary construction work to complete recommended upgrades & improvements, and provide complete & operational HVAC systems. Renovated HVAC systems must be energy efficient, provide significant improvements in occupant comfort, and provide user-friendly maintenance and operation interfaces. A computerized energy model and energy conservation calculations will be required in order to aid in soliciting monetary  incentives from the school’s utility companies. All energy modeling and energy conservation calculations must be accomplished by or under the direct supervision of professional engineer licensed in the state of Montana. Applicants must also have completed a minimum of three school projects similar in size and scope.

The school district has determined that this project has significant design and scheduling ramifications, technological challenges, and possible cost benefits to warrant using an "Alternative Project Delivery Contract" process.

The application process will involve the following:

Phase One: Contractors will submit a "Contractor Qualifications Questionnaire" (CQQ) for review. The project team will review qualifications, references, proposed schedules, and contractor mark-up as required to make a recommendation to the School Board for a preferred contractor to begin negotiations with.

Phase Two: The preferred contractor shall then bid all design & subcontract work and submit a contract price & schedule for evaluation by the project team. After review and negotiations, a recommendation for the final contract will be submitted to the School Board for approval.

The CQQ and associated bid documents are available at the district office or by contacting Kelly Doornek, District Clerk at (406) 228-2406. The CQQ will be reviewed based on positive responses from references and the detailed information provided. Incomplete information submitted will not be considered. Also available with the CQQ is one (1) preliminary design narrative for reference, which can be picked up beginning February 22, 2012. Each CQQ submitted will be reviewed by representatives from Glasgow School District #1A.

All submitting Contractors should understand that the ability to complete the project on time is of the utmost importance. Please return the CQQ and Contract Documents no later than March 2, 2012, at 4:00 p.m. A list of the Contractors submitting CQQs for consideration and the subsequent recommendation will be available on March 5, 2012, at 6:00 p.m. at a special meeting of the board of trustees held in the District boardroom.
